Within the framework of the project “Lifesaving Assistance and Strengthening Resilience through Case Management Support and Psychological First Aid,” Social Work Centers have been established in 9 communities across the Republic of Armenia. Through these centers, social, psychological, and legal services are provided to the forcibly displaced population from Nagorno-Karabakh, aiming to support their social adaptation and integration into host communities.

Purpose of the Announcement

The purpose of this call is to select a qualified legal expert/organization to provide legal counselling services to beneficiaries and staff of the Social Work Centers, contributing to the protection of the rights of the forcibly displaced population from Nagorno-Karabakh and supporting their social adaptation and integration.

Scope of Work

The selected expert/organization will be responsible for:

• Providing legal counselling to beneficiaries on issues related to social assistance, residency, employment, and other relevant matters;
• Referring beneficiaries to relevant state and international institutions;
• Providing individual support in the collection, completion, and restoration of required documents;
• Conducting group counselling sessions;
• Providing legal support to social workers on beneficiary-related issues;
• Organizing legal protection when necessary (including support in courts, state institutions, etc.);
• Responding to cases of rights violations and discrimination;
• Developing a practical legal guide for beneficiaries.

Expected Results

• Increased awareness of beneficiaries regarding their legal rights;
• Improved access to legal counselling and services;
• Proper preparation and submission of required documents;
• Identification and appropriate addressing of rights violations;
• Strengthened capacity of social workers in legal matters;
• Development and dissemination of a legal guide for beneficiaries.

Required Qualifications

• Higher education in Law;
• At least 3–5 years of experience in legal counselling;
• Experience working with vulnerable groups, preferably displaced populations;
• Strong knowledge of the social protection and legal system of the Republic of Armenia;
• Strong communication and teamwork skills.
