Purpose of the Tender

The purpose of this tender is to select a qualified organization with relevant experience to develop an interactive digital learning package for the training of social workers on conducting effective home visits.

The developed materials are intended to be used both in online learning formats and during in-person training sessions.

Scope of Work

The selected organization will be responsible for the full development of the learning materials, including:

1. Research and Content Development

• Conducting a review of national and international best practices related to home visits conducted by social workers.

• Developing a learning scenario presenting the key stages of the home visit process.

2. AI Video Production

• Producing four photorealistic AI-generated videos illustrating situational examples of interactions between a social worker and a beneficiary during home visits.

3. Interactive Learning Materials and integration in Electronic learning Platform

• Developing an interactive quiz to assess learning outcomes and participants’ understanding of the key concepts.

Expected Deliverables

The assignment should result in the development of the following materials:

• Learning scenario

• Four AI-based situational videos

• Interactive quiz

• Integration in the Electronic learning platform

• Final digital learning package

Implementation Timeline

The assignment is expected to be implemented between April and October 2025.

Eligibility Requirements

The tender is open to organizations or teams with relevant experience and capacity in the development of digital educational content.

In particular, the applying organization should:

• have experience in developing educational or training materials,

• have experience in creating learning content using innovative methods and digital technologies (such as interactive learning tools, digital learning platforms, AI or multimedia solutions),

• demonstrate knowledge of the social sector or social service systems, ensuring that the developed content aligns with professional standards of the field,

• have experience in video production or multimedia educational content development,

• be able to ensure the involvement of a multidisciplinary team (e.g., content developer, video production specialist, technical expert, etc.).

Preference will be given to organizations with experience in implementing educational programs, training materials, or communication projects related to the social sector.

The application must include the following documents:

1. Technical Proposal

• proposed approach and methodology,

• implementation stages of the assignment,

• team composition and relevant experience.

2. Financial Proposal

• cost of services broken down by key components.
