Provision of expert services for the delivery of external supervisory and professional consultancy support services

This announcement concerns the provision of external expert consultancy and supervisory support to the staff of Social Work Centers, as well as to the personnel of Local Self-Government Bodies (LSGB) and Territorial Divisions of the USS, with the aim of enhancing established cooperation models, strengthening professional resources at the community level, and improving the quality of social and psychosocial support services provided to beneficiaries.

Introduction

The Armenian Association of Social Workers (AASW), with the support of the Office of the United Nations High Commissioner for Refugees (UNHCR), is implementing the project “Empowering Communities: Comprehensive Social Support and Protection for Forcibly Displaced Populations.”

Within the framework of the project, Social Work Centers have been established and are operating in the Armavir, Ararat, and Kotayk regions of the Republic of Armenia, as well as in the city of Yerevan. These Centers work intensively in cooperation and coordination with community social workers of Local Self-Government Bodies (LSGB) and social workers of the Territorial Divisions of the Ministry of Labor and Social Affairs (MLSA TD).

This Terms of Reference concerns the provision of external expert consultancy and supervisory support to the Centers, as well as to LSGB and MLSA TD personnel, with the aim of enhancing established cooperation models, strengthening professional resources at the community level, and improving the quality of social and psychosocial support services provided to beneficiaries.

Objective of the Assignment

To ensure the high-quality provision of social services delivered by Social Work Centers and relevant community and state bodies by:

  • Increasing the effectiveness of managing complex and high-risk cases,

  • Improving standards and tools applied in practice,

  • Supporting the professional capacity development of LSGB and MLSA TD social workers,

  • Strengthening community-level coordination mechanisms.

Duration: August – December 2025


Geographic Coverage of Service Provision

  • Yerevan

  • Ararat Region – Masis, Vedi

  • Armavir Region – Sardarapat

  • Kotayk Region – Hrazdan, Nor Hachn, Abovyan

Target Groups

  • Teams of Social Work Centers

  • Specialists/social workers of LSGB social departments

  • Social workers of MLSA Territorial Divisions

Scope of Services

6.1 External Supportive Supervision

  • Provision of individual and group supportive supervision to Social Work Center staff;

  • In-depth analysis of complex, multi-layered, and high-risk family cases and assessment of interventions;

  • Review of risk assessment and safety planning practices;

  • Promotion of professional reflection.

6.2 Educational Needs Assessment

  • Assessment of the educational needs of Center teams;

  • Assessment of the educational needs of LSGB and MLSA TD social workers;

  • Data collection using qualitative methods;

  • Proposal of thematic training frameworks.

6.3 Consultation on Complex Cases

  • Advanced consultation on working with high-risk families;

  • Organization of joint professional case discussions;

  • Review of interventions and provision of recommendations for improvement.

6.4 Content Support for Coordination Meetings

  • Professional preparation of coordination meetings;

  • Development of thematic directions;

  • Recommendations for improving cooperation.

Expected Deliverables

The expert shall submit:

  • A work plan;

  • Quarterly progress reports.

Roles and Responsibilities

The external expert shall cooperate with the social worker attached to the respective Center and shall report to the Project Manager.

Professional Requirements

  • Higher education in Social Work;

  • At least 10 years of professional experience;

  • Experience in providing supervision or consultancy services;

  • Knowledge of ongoing reforms in the social protection system and the relevant legal framework;

  • Participation in the Social Worker Coaches and Supervisors Licensing Training organized by the Armenian Association of Social Workers and CFECECAS (Center for Education, Capacity Building and Continuous Advancement of Social Workers).

  • A Technical and Financial Proposal*.

* The Financial Proposal must be submitted as a daily rate, taking into account all costs related to the assignment, including transportation, accommodation, and other logistical expenses.
