RISE - ARMENIA: Rehabilitation, Social Inclusion, and Empowerment of Displaced and Vulnerable Population

ABOUT PROJECT

The project addresses critical gaps by developing new social care and rehabilitation services, strengthening regulations, and training social workers to improve case management. Vulnerable populations will directly benefit from expanded social services and need based support programs, including up-skilling, re-skilling and self-employment opportunities. Additionally, the project empowers CSOs through sub-grants and capacity-building initiatives, fostering sustainable, community-driven solutions.

PROJECT COMPONENTS

Development and Piloting of New Social Service Models

To develop and pilot new models of social patronage, care, and social rehabilitation services to strengthen Armenia’s social protection system for vulnerable populations, including displaced people from Nagorno-Karabakh.

Key directions and expected results:

  • Development and piloting of new social services, including:

    • social patronage services,

    • social rehabilitation services,

    • care services (home care and small group homes).

  • Presentation of a comprehensive package of the three developed services to the Government of the Republic of Armenia for approval and further introduction in other regions of Armenia.

  • Establishment of two Small Group Homes in Tavush and Aragatsotn regions.

  • Improvement and renovation of the Maralik Social House and expansion of social services provided.

  • Enhanced accessibility and quality of social patronage, care, and rehabilitation services for vulnerable populations.

 

Capacity Building of the Social Services Workforce

To strengthen the capacity of social workers and support specialists to improve the quality and effectiveness of social service delivery.

Key directions and expected results:

  • Capacity building of 90–100 social workers and support specialists through targeted training and professional development.

  • Strengthening workforce competencies for the implementation of social patronage, care, and social rehabilitation services.

  • Enhancing human resource capacity to ensure sustainable introduction and scaling of new social service models.
